Presidential Order: Telangana Govt. Allow 100% transfer of SERP

In a significant development, the Telangana government issued an order allowing 100% of employees to be transferred in the Association for Eliminating Rural Poverty (SERP). This decision, made under the 2018 presidential order, will benefit 3,974 SERP employees for a decade.
Telangana Public Employment (regulation for local cadre organization and direct recruitment), in 2018, the government required the government to organize a category of positions in civil service, as well as the categories of class and civil positions for various local cadres in different regions of the state. In addition, instructions have been issued to ensure similar reservations to local candidates for direct recruitment of companies, companies, society and other institutions under state control.
Following this, the Chief Executive Officer of SERP submitted a proposal for the organisation of local cadres in SERP in accordance with the provisions under para 3 of the Telangana Public Employment Organisation of Local Cadres and Regulation of Direct Recruitment Order, 2018. As a result, posts such as Mandal Samakhya Community Coordinators (MSCCs), Mandal Book Keepers (Cluster Coordinators)-L1, Community Coordinators-L2, Administrative Assistant/Project Secretary, Driver and Office Assistant-OA has been classified as a regional cadre, while Assistant Project Manager L3 has been organized into a continuous multi-regional cadre. However, some posts from the SERP headquarters include administrative assistant/project secretary, driver and office subordinates (OAS).
The CEO also requires the government to transfer 100% of all categories of employees, as SERP employees have no restrictions on the HR policy on transfers, and the government’s orders on transfers do not apply because SERP is a society.
Under the proposal, the government obtained a license from SERP CEO SERP (GO RR 250) to require 100% transfers among all categories of SERP employees, including L1, L1, L2, L3, L3, L4 and L5 Cadres, Minister and Support Staff and MSCCS and MSCCS.
