India, citing the “cross-border link” attack on April 22, promised severe punishment for those involved in the strike.

In a high-level meeting with top defense brass, Prime Minister Narendra Modi asserted on Tuesday that the armed forces have “complete freedom of combat” that can determine the mode, target and timing of India’s terrorist attacks.

They said after the meeting that the Prime Minister confirmed that it was a determination to deal a heavy blow to terrorism.

India announced a series of punitive measures against Pakistan on April 23, including a moratorium on the Indian Waters Treaty, closing Attari's only land border transit operation, and in light of cross-border ties with the attack.

In response, Pakistan shut down its airspace to Indian passenger planes and suspended all trade with India, including through third countries.

Pakistan rejected India's moratorium on the Indian Water Treaty and said any move to stop the water flow would be considered an “act of war.”
