The Cabinet Security Committee (CCS) meeting was held the day after the terrorist attack on Pahargam tourists, with 26 people killed.

The government provides the armed forces with freedom of action that completely determines the mode of India’s response, goals and timing.
After the Pahargam terrorist attack, the government convened a whole party meeting. The opposition party expressed full support for any government actions against those who suffered terrorist attacks. In a briefing to CCS, cross-border links for terrorist attacks were proposed. It is worth noting that the attack was due to its stable progress in economic growth and development following the successful elections of Jamu and Kashmir.
The government announced a series of measures, including temporarily shelving the Indian Water Treaty to send a strong message to Pakistan in support of its support for cross-border terrorism.
