Assam Chief Minister Himanta Biswa Sarma accused Congressional leaders, such as Jairam Ramesh and Pawan Khera, on Saturday (May 10, 2025), about being addicted to the International Monetary Fund (IMF) in fulfilling Pakistan’s propaganda.

His allegations come after India opposes the International Monetary Fund’s proposal to expand new loans of $2.3 billion to Pakistan on Friday, saying the funds could abuse state-sponsored cross-border terrorism.

“Exposed misinformation: Principle positions of the IMF, Pakistan and India, Congressional leaders like Jairam Ramesh and Pawan Khera are addicted to the reckless propaganda facts and mislead India’s recent remarks about the Pakistan International Monetary Fund (IMF Bailout) in India,”

He claimed that the truth should be known and that “there is no “no” vote at the IMF.”

“Contrary to what Congress wants the public to believe, the IMF has no system of voting. The only legal way to register a disagreement is to abstain, and India did it correctly. ” he said.

He noted that the IMF vote was weighted and unequal.

Mr Salma said the IMF operates on a “proportional quota system, where voting rights are based on the financial contribution of each country”.

“This is not a rural ticketing form like the UN General Assembly. Within this framework, India’s abstention is a calibration and strategic move.”

Assam CM claims India’s message is “loud and clear” because it avoids India’s “refusal to recognize financial aid to countries that continue to export terrorism across our borders”.

“This is a firm and mature diplomatic signal that India will not support Pakistan’s repetitiveness, but will not rashly undermine the global economic order,” Salma said.

CM claims Congress is “playing dangerous politics.”

“Very unfortunately, leaders like Jairam Ramesh and Pawan Khera are politicizing India’s international diplomacy. Whether out of ignorance or intent, their narratives undermine the interests of the state and falsely portray India as a weak person, when in reality India adopts both determination and responsibility. ”

Mr Salma asserted that India’s record claimed to be self-proclaimed, “The Prime Minister of India showed the world under Prime Minister Modi’s leadership that it will respond with strength to terror – whether it is Uri, Balakot or Sindoor Operations.”

“Our abstention at the IMF reflects strategic equity and is supported by clear national interests,” Sarma added.

In an article on “X”, Mr Ramesh said on April 29 that Congress asked India to vote for Pakistan on IMF loans, which were considered by its executive committee on Friday, but India cannot vote.

“Modi’s government retreated. “A strong “no” vote will convey a strong message,” Ramesh said.

As part of its $7 billion Expanded Fund Facility (EFF) loan program, the International Monetary Fund (IMF) cleared a $1 billion Pakistan Commander at its board meeting on Friday and cleared a $1.3 billion loan program and a $1.3 billion division in its $7 billion Expanded Fund Facility (EFF) loan program.

The official release of the Union Finance Ministry said India was not subject to vote at the meeting because it raised concerns about the effectiveness of the IMF program in Pakistan because of its “poor record” and could also be abusing state-funded cross-border terrorism for “abuse of state-funded debt financing funds”.
