J&K hires former personnel as guard duties

The Jamu and Kashmir governments have preserved important infrastructure throughout the Union territory on Wednesday (May 14, 2025) through the Sainik Welfare Commission of Jamu & Kashmir.
According to an Army official, 4,000 former military volunteers have been identified for the initiative that the list of critical infrastructure they will protect is dynamic and based on threat assessments. “Among them [the 4,000 volunteers]435 individuals have licensed personal weapons that significantly enhance their ability to respond effectively to local security situations. ” the official added.

Officials said the ESMs will be used to protect critical infrastructure in all 20 regions of Jamu and Kashmir, including power plants, bridges, government facilities and other vulnerable views. The initiative is based on previous successes during the COVID-19-19 pandemic, where 2,500 ESMs volunteered to support the government.

ESM volunteers will serve in the overall coordination of Sainik Welfare Officers (DSWOs) in various regions and will be in close coordination with regional governments and local police. Regional collectors in various regions will decide which projects or infrastructure they will use on. Army officials said.
Regarding their role and responsibilities, officials said the role of ESM will be non-fighters, focusing on static guard duties, based on presence deterrence and local coordination. “Uniforms and basic equipment will be provided through the Sainik Welfare Commission and will be supported by administrative support from the regional authorities,” the official said.
Training and targeted plans are being planned to ensure standardized behavior and efficiency.
