Global spy chiefs gather in Delhi amid global uncertainty

Global Challenge and Intelligence Sharing Mechanism, as well as immigration and extradition, are issues discussed at the Fourth Meeting of the Global Intelligence and Security Chiefs held by National Security Adviser Ajit Doval on Sunday (16 March 2025). According to official sources, the meeting had more than 28 attendees.

The meeting is usually held the day before the annual three-day Raisina dialogue, held from March 17 to 19 this year. This year’s meetings and dialogues are held amid the global uncertainty caused by the policies of U.S. President Donald Trump and the ripple effects created by major global issues.

“The top priorities on the agenda are counter-terrorism, Indo-Pacific cooperation, global challenges, global security and Intel sharing mechanisms, immigration and extradition, and transnational crime, anesthesia and terrorist funding,” said the person familiar with the matter. “The sharing of intelligence on transnational crime and counter-terrorism is a key issue for India,” said another official.

The conference has approximately 20 countries, including the United States, Canada, Australia and Russia. Tulsi Gabbard, director of the NIA, attended the meeting and reportedly held talks with Mr. Doval. She also plans to speak in the Raisina conversation Tuesday (18 March 2025).

“I am traveling to multinationals in the Indo-Pacific region, a region I grew up with since childhood. I will be traveling to Japan, Thailand and India for a short stay back to Washington, DC. Building strong relationships, understanding and open exchanges is crucial to achieving President Trump’s goals of peace, freedom and prosperity.” Last month, she met Prime Minister Narendra Modi during a visit to Washington, DC.

The leaders of the five-eyed countries include Australia, Canada, New Zealand, the United Kingdom and the United States, although it is not clear whether the separate meeting of the Five Eyes with Mr. Doval is on an outing.

The conference was organized by the country’s external intelligence agency, the Department of Research and Analysis (R&AW) and the National Security Council Secretariat (NSC), and the conference was held to Mr. Doval. It is modeled in the way of the annual Munich Security Conference and the Shangri-La dialogue in Singapore.

The meeting was held on the second day of the start of Raisina Diarcogue (Raisina Diorce), the flagship conference of India’s flagship “Geopolitics and Geographic Strategy”, organized by the Ministry of External Affairs in partnership with the Observer Research Foundation (ORF).
