Nine years of negotiations between India and Pakistan, with the assistance of the World Bank, the Indian Water Treaty was signed in 1960, which is also a signatory. Eugene Black, former World Bank president, initiated the negotiations.

It is recognized as one of the most successful international treaties, it has suffered from frequent tensions, including conflicts, and has provided a framework for irrigation and hydropower development for more than half a century. Former U.S. President Dwight Eisenhower described it as “a highlight… in the very frustrating picture of the world we often see.”

The treaty allocates western rivers (Indus, Guilum, Schnab) to Pakistan and eastern rivers (Ravi, Bis, Sutley). At the same time, the treaty allows each country to allocate certain uses to another river. The treaty brings 20% of India's water from the Indus River system and the remaining 80% to Pakistan.
