Through this decision, the government led by Prime Minister Narendra Modi tried to draw a red line on terrorist incidents and explicitly intended to respond firmly to perpetrators and conspirators, which was seen as a message to Pakistan, a country related to various terrorist organizations involving Indians.

The decision comes after an intensified conflict with Pakistan following the April 22 Pahalgam terrorist attack that killed 26 civilians, mainly tourists.
