b-smile starts with Rs 70,000 crore financial commitments in the state

Bangalore Smart Infrastructure Ltd (B-Smile) is a dedicated special purpose vehicle (SPV) used to carry out the city’s large ticket infrastructure project, which will have an initial financial commitment of Rs 7,000 crore from the state government, but is also authorized to attract private investment. Sources say this dual approach aims to provide greater flexibility and resource mobilization for large-scale urban infrastructure projects.
However, the company will be entirely owned by the state. According to the association’s memorandum, the Karnataka government will hold 90% of the company’s equity, while BBMP will retain the remaining 10%.
B-Smile will be managed by a board of 11 members led by the full-time CEO of IAS officials. The board will include the mayor of Bangalore, the commissioner of the Bangalore Development Bureau and the Bangalore Water and Sewer Commission, the commander-in-chief of Bruhart Bangalore Mahanagara Palik (BBMP) and three experts in the private sector. This integration of public officials and field experts is expected to provide the organization with administrative strength and technical expertise.
The board is expected to be implemented after the implementation of the Greater Bengaluru Constrance Act of 2024 and after the current BBMP is divided into multiple companies. In this case, B-Smile’s mission is expected to be that most Pan-City projects have cut the jurisdictions of multiple companies, the sources said.
One of B-Smile’s first major tasks was to supervise the construction of 40 kilometers of tunnel roads under the city, part of the larger blueprint.
In addition, the company will be responsible for implementing a network of overpasses and underground passages throughout the city, building new roads along the buffer zone of stormwater drainage, and developing the iconic 250-meter high altitude skydiving, all venture capital is closely linked to Deputy Chief Minister and Bengaluru Development Minister DK Shivakumar.
With B-Smile in charge of large infrastructure projects, the company will continue to manage conventional urban maintenance such as pothole repairs and secondary road engineering. According to senior officials, this fork of responsibility will allow B-Smile to focus solely on long-term planning and its execution, while the company remains interacting with daily citizenship actions.
