CCI reviews stakeholder comments on draft production cost norms: Ravneet Kaur

According to its chief Ravneet Kaur, the Competition Commission of India (CCI) is reviewing stakeholders’ comments on the proposed provisions to determine production costs. The Watchdog proposed a draft rule in February as part of an effort to update the framework for evaluating predatory pricing.

“In terms of regulation and policy, the Commission has started a public consultation on the draft Indian Competition Commission (Determining Production Cost) Regulations (2025). We have received comments from stakeholders and are currently under review,” Kaur said.

Kaur, in the latest quarterly newsletter in CCI, also said regulators are still actively reviewing the portfolio to ensure they do not hinder market competition.
Competition law prohibits predatory pricing is an abuse of major businesses.

CCI’s review of existing regulations is intended to align it with modern economic theory, judicial interpretation and international competition legal practice.
