Cabinet Secretary TV Somanathan said on Monday (21 April 2025) that unlike other countries in the neighborhood that reflected the government’s violence, India has always seen credit should be transferred smoothly to All India Services (AIS) and the transfer of power to civil servants and civil servants.

He said it is the responsibility of the civil servant to preserve constitutional orders such as democracy, the rule of law, national unity and federal structure.

Indian Administrative Services (IAS) officials said that in democratic countries, it is the mandate of elected governments, which is the responsibility of civil servants to assist the government in implementing its policies. He said officers should be politically neutral, “because we are not only serving people who belong to a particular party or community.”

Speaking on the occasion of Civil Service Day, Mr. Somanathan added that it is necessary to enter horizontally in the future and that the competence and subject expertise of civil servants require greater competence and subject expertise as the era of good generalists ends.

“I think that free and fair elections would not be possible without services and central services across India. The government was defeated in both the central and national elections. Whenever the government changes, we smoothly transfer power. We don’t have tanks on the streets when there is no tanks on the streets. When the government changes, we also do not impose successful behaviors, which is a question of success because it is a question of success. The highest bureaucrat of the country was in an interactive meeting on civil servant reform – challenges and opportunities.

He said it has become useless since the introduction of transparency into the annual performance evaluation reporting system for AIS officials.

“Especially on IAS, it’s a disease. Everyone is between 9 and 10 (rating). There is no non-excellent IAS official in the country, there are few scammers, which is not true. There are scammers in our service. The bad guys in the service are in the service. Everyone can reach 9 to 10 years old, and Somanathan has raised secret secretaries on the officials while responding to the uttar pradesh pradesh cadre ias ersection.

“There is a standard that they should be at least two years in the Indian government, otherwise they would not be awarded a joint secretary. But if someone applies for a position at JS level and if he does not get the state’s No Opposition Certificate (NOC) and the center is not in the center and the center does not select that official…I should not consider any officer. Not finished… We have heard so many years that we need to promote transparency, and if the same transparency is rejected, why would you like us to pass this transparency downward,” asked Amit Kumar, a 1995 batch IAS official.

When Bidur Kant Jha was appointing an official appointed in the Ministry of Road Transport and Highways through a lateral entry mode, asking about the low-paying structure, the cabinet secretary said: “Salary is not part of the discussion today. … You gave the salary committee when you were on the salary committee, and we were not talking about compensation and benefits at the time. So if we were inadequate, we could pursue other caregivers.

V. Srinivas, Secretary of Administrative Reform and Public Dissatisfaction (DARPG), said respect for the respect of AIS officials is derived from a perception that decisions will be neutral and impartial and will enable the state to achieve the goals outlined in the constitutional provisions.

Officials also talked about multiple government programs with overlapping capabilities, as well as several networks and mobile-based applications that they were unable to keep up.

Earlier, Prime Minister Narendra Modi said at the opening ceremony that India’s bureaucracy and decision-making cannot operate on an outdated framework. He said the policies his administration is working on will shape the future of the next 1,000 years and requires everyone to work tirelessly to seek this shared vision.
