As announced in the 2023 Election Declaration, Karnataka Chief Minister Siddaramaiah reiterated the government’s commitment to internal bookings for the scheduled castes, launching a comprehensive caste survey against the planned castes (SC) to collect the May 5 in Bengaluru sub-Caste Demographics, and May 5 in Bengaluru on May 5 in Bengaluru.
He said in the media that the exercise will be divided into three phases, aiming to ensure that the equitable distribution of benefits is preserved and social justice is upheld. A member committee led by retired High Court judge Nagamohan Das will oversee the process.
Deputy Chief Minister DK Shivakumar, HC Mahadevappa Minister, KH Muniyappa, Political Secretary Nasir Ahmed and Chief Secretary Shalini Rajneesh also attended the meeting.

Three stages
The survey will be held between May 5 and May 23 to ensure that all members of the SC population are covered in three different ways.
-
May 5-May 17: Door-to-door visits
-
May 19-May 20: Special Camp
-
May 19-May 23: Online self-promotion options
“The government is committed to implementing internal bookings within the SC community based on accurate data,” Siddaramaiah said. “The 2011 census lacks detailed subseed information, which makes the exercise necessary for this fair policy decision.”
“More than 65,000 teachers are deployed as enumerators, with a supervisor assigned to every 10-12 times,” CM said.
Why book internally
The move comes after the Supreme Court ruling on August 1, 2024, allowing states to introduce internal quotas based on empirical evidence. The Nagamohan DAS committee earlier emphasized the need for verified population data before implementation.
The committee is expected to submit a report within 60 days of data collection, after which the government will finalize the booking policy. A dedicated hotline helpline index (9481359000) has been set up for public queries.
“This survey ensures that there are no legacy communities in Karnataka's development journey,” the CM added.
