Complete: Government statement on “Sindoor Operation”

Vikram Misri, Foreign Secretary: Good morning. Thank you for joining this briefing.

As we all know, on April 22, 2025, Pakistani and Pakistan-trained terrorists belonging to Lashkar-e-Taiba carried out barbaric attacks on Indian tourists in Pahalgam, Washington and Kashmir in India. They murdered 26 people, including a Nepalese national, who has caused the largest number of civilian casualties in India since the attack on Mumbai on November 26, 2008. Pahalgam's attack was marked by extreme barbarity, with the victims mostly killed by close-range headshots and killed in front of their families. Family members intentionally traumatize through killing, accompanied by admonitions that they should retrieve the information.

The attack was apparently driven by the purpose of destroying the normal state of Jamu and Kashmir. In particular, it aims to impact the economy’s major tourism industry, with a record 23 million tourists visiting the valley last year. It is presumed that calculations are harming the growth and development of the Union territory will help to regress it and create a fertile position for Pakistan's ongoing cross-border terrorism. The way this attack was also driven by the targets that caused community disharmony in Jamu and Kashmir and other parts of the country. A group that calls itself a “resistance front” claims to be responsible for the attack. This group is the unwritten front of the Pakistani terrorist group Lashkar-e-Taiba. It is worth noting that India published its comments on the TRF in the semi-annual report of the monitoring team of the United Nations 1267 Sanctions Committee in May 20024 and November 2014, thus covering up the role of Pakistani terrorist organizations.

Also in December 2023, India informed the surveillance team that Lashkar and Jaish-e-Mohammad operated through small terrorist organizations such as TRF. In this regard, the pressure from Pakistan to cancel the quotation of the TRF in a UN Security Council press statement on April 25 is noteworthy in this regard.

An investigation into the Pahalgam terrorist attack has brought exchange bills for terrorists in Pakistan to Pakistan. The claim of the resistance front and its re-promotion by Lashkar-e-Taiba's known social media handle. The identification of attackers based on witness accounts and other information available to law enforcement agencies has also improved. Our intelligence monitoring of the Pakistan-based terrorist module shows that further attacks on India are coming. Therefore, there is a compulsory measure to stop and preempt.

This morning, you will know that India exercises its right to respond and preempt and prevents more of such cross-border attacks. These actions are measured, not scored, proportional and responsible. They focus on demolishing terrorist infrastructure and banning terrorists who may be sent to India.

You remember that on April 25, 2025, the Security Council issued a press statement on the Pahalgam terrorist attack, and I quoted me as saying: “There is a requirement for holding the perpetrators, organizers, financiers, financiers and sponsors to be held responsible for and brought to justice.” In this case, the latest moves from India should be seen.
