Delhi pollution: Grap-1 restrictions imposed across NCR, take effect directly; check what is prohibited and what is not

The decision was made after a review after a sharp deterioration in Delhi’s Air Quality Index (AQI) on May 16, which is largely attributed to dust winds outside the region. As of Thursday afternoon, the capital’s AQI was 278, which falls under the “poverty” category, a level that triggered precautions under the first phase of Grap.

Although the predictions of IMD and IITM predicted improvements due to strong surface wind energy, no significant relief was observed. In view of this, CAQM decided to take Phase I measures to prevent further deterioration and stabilize air quality.
Authorities have been directed to strengthen dust control measures, monitor construction activities, and ensure strict compliance with pollution norms. Citizens are also urged to follow the consultation of the Stage 1 Citizen Charter, which includes avoiding prolonged outdoor risks and encouraging the use of public transport.
Banned in the first phase of the Grap
The first phase of restrictions aims to curb pollution from sources, especially dust, vehicle and industrial emissions. Here are some key actions and bans that are effective in NCR:
- Strict dust control at construction and demolition sites. Unauthorized dust reduction program prohibits litigation of 500 square meters or more private projects.
- Burning of waste, including garbage, biomass and municipal solid waste, is prohibited.
- Coal or firewood is prohibited in roadside restaurants and commercial kitchens.
- Unless necessary or emergency situations, use of diesel generators is limited.
- Traffic curbs include deploying personnel and instructions at busy intersections to turn off the vehicle engine with red lights.
- It is prohibited to significantly pollute vehicles and there are regulations on seizures or serious penalties.
- Suppressing old vehicles: Diesel vehicles over 10 years old are still banned from using petrol vehicles over 15 years old in Delhi.
- Firecrackers prohibited: The production, sale and storage of firecrackers are prohibited until January 1, 2025.
- Actions against pollution industry and polluted factories operating within 300 kilometers of Delhi.
What will happen next
The air quality panel will continue to monitor the situation and review forecasts daily. Depending on how pollution levels develop, strict restrictions in the third phase or later may be considered in the coming days.
At present, all implementing agencies are instructed to remain highly alert and to curb emissions in accordance with the revised Grap schedule issued in December 2024, in accordance with the guidance of the Supreme Court.
