Devendra Fadnavis brings company scripts into governance

Chief Minister Devendra Fadnavis made a “chapel” in Maharashtra. He has appointed Department Specialist (DCS) to study reforms. This includes proposing key performance indicators (KPIs) to measure performance from collectors to Tehsildar, allowing collectors to identify best practices and develop policies to identify extra employees in certain departments and eliminate unnecessary regulations.

The government has issued a government resolution on Wednesday that the state must create research groups to handle the research groups that are granted their tasks within the June 30 deadline. These measures were addressed on April 4-5 at Fadnavis for a two-day DCS and Pune Brain Brain and Collector. This has led IAS officials, especially junior bureaucrats, to see it as a way to find solutions to their annoying problems.

For example, Amravati DC’s task is to create a work graph and set the KPI from DC to the Tehsildar level. These include parameters on how they deliver on state and central government programs and on state flagship programs. Other departments and employees will also have KPIs.
IAS officials said the move to provide KPIs to government employees is to hold employees accountable. “Although company employees have KPIs and assessments, even if government officials don’t work or just drag to provide services to people. That way, there is responsibility.”

Nagpur District Officers were asked to form a committee that, among other things, will explore best practices in the region and abroad and standardize that the state will be implemented in the state.


This gives DCS, collectors and officials the authority to develop policies, IAS officials said. “In the current system, policies are formulated by ministers and collectors. This is those who are actually asking for implementation of policies on the spot and preparing Standard Operating Procedures (SOPs). It’s a huge deal.” Pune DC has the responsibility to research measures to ensure that people are “living easily” while interacting with the government. Nashik DC was asked to lead a research team to identify excess personnel in the department. This move is not about evacuating excess workers, but rather putting them in the required departments.
