India is “committed to” taking “stable and decisive action” against the terrorists responsible for the Pahalgam terrorist attack and their supporters after Prime Minister Narendra Modi spoke with Angola’s President Joao Manuel Goncalves Lourenco on Saturday (May 3, 2025).

Mr. Modi's comments, more than ten days after the attack, where the terrorists responsible for shooting 26 men remained unarrested, reiterating his previous remarks in a strong response to the attack.

“We both agree that terrorism is the greatest threat to humanity,” Modi said. India and Angola exchanged three agreements, including a defense cooperation agreement. Mr. Modi added after his talks with Lourenco, the current president of the African Union, said: “We are committed to taking firm and decisive action against terrorists and those who support them. We thank Angola for their support.”

Russian Foreign Minister Sergey Lavrov

Meanwhile, Russian Foreign Minister Sergey Lavrov also discussed the attacks and the “increasing India-Pakistan relations” in a call with Foreign Minister S. Jaishankar. Mr. Lavrov said India and Pakistan should address their differences “by political and diplomatic means” in response to calls from the United States, the United Kingdom, the European Union, Saudi Arabia and other countries.

However, in what appears to be Pakistan’s snub, threats to put the Simla agreement on shelves for the time being. In a post on social media platform X about the call, Mr Jaishankar said that the “perpetrators, supporters and planners” of the Pahalgam attack must be brought to justice.

A week after Russian President Vladimir Putin called PM Modi, the conversation with Mr. Lavrov was one of a series of calls, with the state calling for restrictions to overcome in India’s response, even as government sources say Prime Minister PM Modi was in the plan, and PM Modi put in a “free hand” in the way and time of military operations in Pakistan. To show that the situation remains the top priority of the government, the Ministry of Defense announced that Defense Minister Sanjay Seth will represent India in Russia’s Victory Day parade after neither Prime Minister PM Modi nor Defense Minister Rajnath Singh could travel.

According to readers of Lavrov-Jaishankar, the ministers also discussed the upcoming meeting between Mr. Modi and Mr. Putin, which will be with other meetings later this year, as well as other meetings.

On Friday, EU High Representative for Foreign Affairs Kaja Kallas called the tension “shocking” and said she had spoken with Mr Jaishankar and Pakistan’s Foreign Minister Ishaq Dar to “express the situation and pursue dialogue to ease the situation”, adding that “escalation is helpless.”

MEA spokesman Randhir Jaiswal avoided the issue of international commentary demanding “degradation”, saying that India’s terrorist attacks on global communities and “very strong sense of solidarity and support” have been received.
