The judge directed two top officials to fail to provide reports to the report by July 2. The report should cover detailed information on the number of permits to build a building, i.e. the number of permits for buildings that have not been approved for deviating from the approved plan.

Justice Bhaskar tried to learn from officials about the actions proposed under the GHMC Act against illegal building structures. In many cases, the authorities have written to the Ministry of Electricity and Water to disconnect power and water from unauthorized structures. The report should refer to measures being taken against GHMC officials who failed to inspect the illegal structures in the region.

In an order adopted in a contempt court petition, the judge said that the GHMC and government departments that encourage illegal construction require strict action. The contempt request was brought by the Maninagar Colony episode member Protection Welfare Association, alleging that the authorities remained silent audiences, even under different investigation numbers in Manikonda Jagir Village, illegal buildings emerged on different lands.

The petitioner knocked on the HC’s door through the petition and pointed out that the unauthorized structure was not damaged in the area. On March 14, 2023, the HC adopted an order directing the GHMC to maintain the status quo on the land. However, the illegal construction continues. The petitioner filed a case of contempt, noting that despite the HC order some illegal structures appeared on the land. The association introduced photos and videos, indicating that GHMC did not take effective steps to examine illegal constructs.

The judge noted that Prima Facie appears to be the GHMC and HMDA noting that the HC order was not executed, especially in terms of seizure or deletion of the structure proposed illegally.
