Government plans fines and stricter rules stipulate over Rs 100 crore

New Delhi: The Centre is rewriting contracts and procurement norms for tender work up to Rs 100 crore to seek to issue more statements from partnerships and foreign companies to establish and prescribe penalties for impoverished goods and services with stricter regulations.

The Ministry of Expenditure (DOE) wrote to all ministries, departments and Central Public Service Enterprises (CPSES) last month to seek feedback. New contracts and procurement manuals are expected to be obtained in July. Although the larger contracts have been properly reviewed, the following departments, ministries and CPSE have allocated Rs 100 crore contracts.

“The aim is to ensure full transparency of smaller contracts, which are independently assigned at the department, department or board level,” a senior official told ET. “The program also aims to create a database of contractors, agents and suppliers with service ratings to make it easier to have the contract view track record.”

The center also plans to tighten regulations in case Indian contractors purchase goods from foreign suppliers, requiring them to provide a complete and detailed introduction to suppliers and supply chains and countries of origin.

Indian contractors serving on the board must make a declaration. Disclosures must be made if a company is backed by foreign investors with more than 15% of the above shares. Foreign contractors directly involved in the process must give the name of the Indian representative and reveal the commission amount of the quotation price of these agents or representatives in India. The department must independently verify whether the company is a real company company.

The new contract will also be independently monitored through an external team of independent external monitors nominated by the Central Vigilance Commission through the requirements of the organization.
