Some members even hosted “watch parties” while others watched the abuse on the spot, the report said. FBI officials warned that the network thrives in chaos, promoting violence, mass shootings, neo-Nazism and Satanism sensitize young people.

From victim to perpetrator

One of the notable cases involved a Connecticut teenager who was lured until 764 and eventually conspired to create a bomb threat in her community. Investigators reportedly found she was trained in a hacker gaming account and forced to spread the threat. They said the shaky – the false emergency call to call armed police to the victim's home – was another intimidation tactic used by the perpetrators when the victim tried to resist.

Global, evolving threats

The group, named 764, originated from the Texas zip code, and its current jailed founder Bradley Cadenhead initially started the Discord community as a teenager. Since then, 764 has been branched into international branches and has been renamed repeatedly to avoid law enforcement and platform bans.

Some of the recent arrests were Prasan Nepal, a 20-year-old North Carolina man charged with operating an elite 764 club, while others, such as Jack Rocker, have collected thousands of images of severe abuse.
