Rajasthan High Court Form Group to Improve Conditions in Government Advocacy Office

The Rajasthan High Court constitutes a committee, which consists of five lawyers to examine the general flaws and structural requirements of the Office of the Government Advocate (GA) and recommends improvement measures. The panel will submit a report to the High Court by May 20.

The order recently passed situations of injury and unlawful restrictions in the event of a hearing requiring the revocation of the first information report of 2011. The court said some comprehensive administrative reforms are needed to improve the functionality of the GA office.

The three lawyers appointed to the committee were from Jodpur and two from Jaipur on the bench of the High Court. Justice Ali said the shortage of ministerial staff, lack of infrastructure, and insufficient compensation for state legal officials, which often lead to delays in procedures, affecting judicial disposal.

The 12-page order says: “The increased exponential load of the case and the increasing complexity of criminal proceedings have forced the ombudsman-level officers to post with structured communication mechanisms to inform police authorities of the court’s instructions.”

The court said that when referring to the safety issues of government advocates arising from criminal proceedings, the court said that security agencies must be established in the GA office and dedicated floors in the building that is dedicated to security personnel and deployed at least six armed police officers.

The committee will conduct an assessment of the existing framework and propose appropriate measures for the GA Office to improve capacity, administrative reforms and infrastructure improvements.

The court said the report the committee is to submit will include empirical results, reasonable recommendations and proposed reforms that will help enhance the overall efficacy, accountability and integrity of the GA office.

The committee members are Anand Purohit, Vineet Jain and Dinesh Godara (all from Jodhpur), as well as Vibhuti Bhushan Sharma and Ghanshyam Singh Rathore (all from Jaipur).
