Union Home Minister Amit Shah said in Manipur on Wednesday (2 April 2025) over the past four months that the ministry will soon convene two community meetings to find a lasting solution in the Northeast state.

He said the president’s rule was imposed when most of the MLA said that the resignation of Chief Minister N Biren Singh on February 9.

Mr. Shaa said: “There is not enough people in Congress to cause unconfidence motions in Parliament. The committee resigned and imposed the rule of Plains Plains when the majority of Los Angeles Nationals said they could not form a government. We hope to restore peace as soon as possible to heal the wounds.”

He proposed a statutory resolution on the president’s declaration of rule in Lok Sabha at about 2 a.m. Wednesday.

On May 3, 2023, more than 250 people have been killed in racial violence between the people of Meitei and the tribe’s Kuki-Zo.

The resolution “The House approved the President’s declaration on 13 February 2025 concerning Manipur under Article 356(1) of the Constitution.”

Mr Shah asserted that the orders of the Manipur High Court on reservations, both communities triggered violence. “I want to make it clear that this is not a case of riots or terrorism, but rather a racial violence erupting due to the interpretation of the High Court order,” the minister said.

He said members expressed concern about peaceful recovery and people should recover as soon as possible. “In the past four months, there has been no violence. Food, drugs have been secured in relief camps. Online facilities for online technology and medical education in the camp have been conducted for primary education in the camps.” The minister added that as past violence in the state has also reported on this issue, politics should not be carried out in the past.

He said: “Before our government entered Manipur in 2017, the state was closed for 212 days, with more than 1,000 encounters, leading to the intervention of the Supreme Court. … The day the HC verdict came, central forces were sent to special planes. The government had no delay. The government is doing everything it can to bring peace,” he said.

The minister said two meetings were held with the two communities after the implementation of the president’s rule. “First try to build peace. There has been no violence in the past four months and we can’t feel at ease until people are forced to live in relief camps.

Union Home Secretary Amit Shah proposed a statutory resolution on the announcement of rule in Lok Sabha around 2 a.m. Wednesday.

Mr. Shah proposed a resolution: “This House of Representatives approved the President’s announcement on 13 February 2025 under Article 356(1) of the Constitution.”

Congress’ Shashi Tharoor said his party supports the resolution and the union government should start a dialogue between the two communities. Mr. Tarol: “Use the president’s rule to restore the legitimacy of the Indian state of Manipur. No one should go through everything the Manipur people have experienced. Let us not use the president’s rule as a matter of law and order.”

Lalji Verma of Samawadi Party said the opposition demanded the president’s rule early but did not take any action toward the ongoing rule and there should be a chance to elect the government as soon as possible.

Sayani Ghosh of Trinamool Congress questioned the timing of the central rule. “We wouldn’t have reached this stage if we had put emphasis on Manipur earlier. It’s embarrassing that a country has been ruled and has received free rations from 8 billion people in that country,” Ms. Gosh said.

DMK MP Kanimozhi said the government chose to discuss the issue at midnight to show their concerns about the state. “You don’t even want to give us time to discuss this issue correctly. More than 260 live shavings were lost. The state’s CM is involved in encouraging violence. The interior minister promises free flow and bleeding. What is the purpose of the president’s rule?

Prime Minister Narendra Modi has not yet visited the tortured country, said Arvind Sawant of Shiv Sena (UBT). “Medical students are suffering. The division between communities should be cured,” Thorent said.

Supriya Sule of the NCP (SCP) said the president’s rule was not good for democracy.
