Among the castes scheduled in Karnataka, the internal booking problem that has been in demand for the Dalit left-wing community, is closely related to the momentum of Justice HN Nagmohan Das, whose interim recommendation is expected to be submitted next week.
The committee was formed after the Supreme Court allowed states to provide internal bookings last year, and the state cabinet agreed to enforce internal bookings. As a pioneer, Karnataka Chief Minister Siddaramaiah presided over a meeting of cabinet ministers on March 24, which will be held from the scheduled caste community on March 24, and retired judges also attended.
Internal bookings will be cut into 17% booking matrix of 101 planned castes. In an election manifesto issued ahead of the 2023 General Assembly elections, Congress promised to implement internal bookings in Karnataka.
The committee has been established to recommend methods and means to implement internal bookings while complying with Supreme Court guidelines and based on empirical data. It has been asked to rely on the 2011 census data to make recommendations. Before discussion and implementation of the report, new notices are recruited to fill the backlog of positions and promotions in government departments.
“The Congressional Government is committed to implementing internal reservations very clearly. The committee was formed, and the recommendation is based on the Supreme Court’s directives and empirical data. In view of the expected interim report next week, we have discussed it.
Those present at the meeting included Minister of Food and Civil Supply KH Muniyappa, Kannada and Minister of Culture Shivaraj Tangadagi, Minister of Interior G. Parameshwar and Minister of Consumption Tax TB Thimmapur.
“Until internally retains final bookings, normal recruitment, backlog of recruitment and promotion,” Dr. Mahadevappa said.
The internal reservations in Karnataka have been annoying for two decades, with the Dalit left community (Madigas) seeking internal reservations, claiming that the Dalit right community (Holeyas) has placed most of the reservations on most of the reservation benefits to date.
Earlier, the AJ Sadashiva Committee recommended internal retention in its 2012 report, which was opposed by the Dalit rights community, noting anomalies in population data.
Just a few months after the May 2023 Congress poll, the earlier BJP government announced the report of the AJ Sadashiva committee by announcing an internal booking matrix, which was opposed by various Dalit groups.
“We have had several discussions on this issue in the Cabinet. After the Commission submitted its interim report, we will hold a meeting chaired by Chief Minister Siddaramaiah before we can decide on future courses of action.”
He added that Mr Darth said he would provide interim reports and provide empirical data, his comments and suggestions.
Mr. Muniyappa said that one of the voices favoring the internal reservations, Muniyappa said that at the meeting, the ministers unanimously solicited interim reports in accordance with the Supreme Court’s guidelines. “We will implement internal booking as early as possible.”
Another RB Thimmapur minister pointed out that the fact that recruitment has been stopped to achieve internal reservations demonstrates the seriousness of the government.
