Ukraine has agreed, and Ukrainian Prime Minister Denys Shmyhal said on Sunday that past aid Ukraine provided to Kiev will not be part of the mineral agreement, aiming to sign with Washington. “A deal has been reached that the document does not include assistance provided until it is signed,” Shyhal said in Telegram Post.
Shmyhal, who attended the IMF and World Bank spring meetings in the United States last week, said the agreement had made “good progress” after meeting with U.S. Treasury Secretary Scott Bessent.
“The most important thing is that we have clearly defined our red line, and that the agreement must comply with European obligations and does not contradict Ukraine’s constitution and legislation,” he said.

He added that the legal team is working on the document.


U.S. national security adviser Mike Waltz said on Sunday that the deal “will be completed.” The two sides signed a memorandum on April 18 as the first step in the agreement to develop mineral resources in Ukraine. While both are ready to sign a deal on natural resources cooperation in February, it was postponed after Trump’s angrily met with Ukrainian leader Volodymyr Zelenskiy.
