Prior to the dialogue between the Kuki-Zo and Meitei groups on April 5, the Muki leadership held in New Delhi by the Ministry of Home Affairs (MHA), in Kangpokpi district of Manipur, has established three preconditions, including a cross-motion between Meitei and Kukis in other areas of other communities.

The three conditions were formed at an advisory meeting held in Kangpokpi on Tuesday (1 April 2025), said Henlianthang Thanglet, chairman of the Kuki-Zo Committee (KZC).

Mr Thanglet said the three preconditions were “the movement of Meitei individuals in Kuki-Zo-dominated areas and vice versa should be strictly restricted, hostilities should be stopped within a minimum of six months to facilitate negotiations and a structural formal and meaningful dialogue process begins during the ceasefire.”

Kuki-Zo Council staff said the Union’s Home Ministry called for a meeting between the Kuki-Zo and Meitei Group in New Delhi on April 5.

More than 250 people have been killed since May 2023, and thousands have left homeless among most Metis in the Iphar Valley and the Kuki-Zo tribes adjacent to the hills.

The violence began after the “tribal solidarity march” was organized in the Hill area to protest the demand for the Metti community for the status of the scheduled tribe (ST).

The central government has made many efforts to bring warring communities to the negotiation table.

After N. Biren Singh resigned as chief minister, the center exerted the presidential rule in the state on February 13.
