The Madras High Court tried on Friday (May 16, 2025) to find out if R. Veeramani, the nephew of K. Selvaperunthagai, chairman of the Tamil Nadu Congress Committee (TNCC), is one of the directors of a private company that implements a state government plan to eliminate manual liquidation and promote “Sanipreneurs”.

Justice Swaminathan told advocate PS Raman that the petitioner produced a press release on December 16, 2024, containing a public statement from Chief Minister MK Stalin, that Dalit Indian Indian Chamber of Commerce (DICCI) was only a collaborator of Mr. Selvaperunthagai as collaborator.

As the petitioner also claimed that after working with the government, DICCI President Ravi Kumar Narra and Mr Veeramani jointly raised a company called Green Green Logistics to implement the project, the judge wanted to know if the petitioner’s claim was true.

“If it is true, then you are in trouble,” Judge Swaminathan told AG before giving time until May 21, 2025, the Chennai Metropolitan Water Supply and Sewer Commission (CMWSSB) submitted all records submitted with the Annal Ambedkar Business Champion Program (AABC) in 2023 to encourage ‘Sanipreneurs’Sanipreneurs’Sanipreneurs’Sanipreneurs’.

The petitioner said the state chose to work with DICCI rather than implementing the program through government departments, with the aim of identifying beneficiaries who could purchase health-related equipment through capital subsidies and interest subsidies.

He claimed that after signing a memorandum of understanding between the government and DICCI, Mr. Nara and Mr. Veeramani began a green logistics agreement with beneficiaries to operate the mechanized equipment and pay a fixed monthly payment.

The petitioner claimed that a major scam occurred in the implementation of the program through a private agency. However, dismissing the charges, AG told the court that DICCI was selected as collaborator Safai Karamchari Andolan, a national-level organization dedicated to eliminating manual removal.

“Other countries cooperate with DICCI”

He said the government order was issued on June 8, 2023, requiring exemption from CMWSSB for the usual transparent tender process, just because many other states have also implemented similar projects in partnership with DICCI. He said the project has been successfully implemented in Hyderabad.

Furthermore, how the court directs the CBI to register the first information report (FIR) when the petitioner is first not exposed to the Vigilance and Anti-Corruption Bureau (DVAC). He told the court 2023 is the only record available to the government in terms of the program.

AAG said that CMWSSB asserted that CMWSSB had nothing to hide, it did not shirk records, and the two days awarded by the court on Wednesday (May 14, 2025) were not enough to submit large quantities of records, so the board needed reasonable time to produce the document.

The judge accepted his request and directed the High Court Registration Form to list the case next on May 21, 2025, when the same seat will continue to hear the matter.
