What is the agenda of the Raisina dialogue?

Story so far:

A month after the explosive Munich security conference this year, U.S. Vice President JD Vance caught the attention of Europe, with Delhi going to hold its annual Raisina dialogue from March 17 to 19, and U.S. President Donald Trump’s earthquake foreign policy shift is expected to be a major dialogue point again.

What are the problems with expecting to be headlines?

Prime Minister Narendra Modi will hold the 10th annual Raisina dialogue on Monday, with Chief Guest, New Zealand Prime Minister Christopher Luxon, to put the theme as the themeKara Chakra” (Wheel of Time). However, considering the twists and turns of the U.S. policy under Mr. Trump’s leadership – from the Ukrainian War, negotiations with Russia, threatening the U.S. negotiations with new tariff regimes around the world, including India, the U.S., the U.S. relations with NATO and European allies, policies that are irrelevant around our policies, as well as uncertain countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well as new countries, as well

In the midst of turmoil, Director Tulsi Gabbard, a U.S. National Intelligence Company, traveled to Delhi to attend Delhi on the weekend chaired by National Security Adviser Ajit Doval to attend the meeting of intelligence chiefs and will speak in the Raisina dialogue. In addition to Ms. Gabbard, special assistant to U.S. President Trump and National Security Council official Ricky Gill, a senior adviser to Mr. Trump, James Carafano, who is a key figure in the Republican campaign document “Project 2025” and has also been listed as a speaker and is expected to defend the U.S. move.

With India’s efforts to host Quad Leader Summit this year, a quadrilateral team of senior naval leaders from four countries is expected to see some announcements on expanding maritime cooperation.

What can Ukraine expect?

The Raisina dialogue is weeks after a huge development in the Russian-Ukrainian war, including a showdown in Washington by Mr. Trump with Ukrainian President Volodymyr Zelenskyy in Washington, followed by a US-Russian round, followed by a US-Ikraine talk, which will undoubtedly be an important point for dialogue and dialogue, and discussions between Sideline and Sidelines. Eleven of the 20 foreign and other ministers participating in the dialogue came from Europe, including Ukrainian Foreign Minister Andrii Sybiha.

This number is even more biased in 2024, with chief guests Greek Prime Minister Kyriakos Mitsakis and 15 of 21 foreign ministers from Europe providing a consistent move for India to shift its position in Ukraine. This year, everyone’s eyes will be debated in discussions and debates about European leaders against U.S. leaders, especially Ms. Gabbard, who has fought for better U.S.-Russian ties in the past. However, Russian Foreign Minister Sergey Lavrov, who was once a regular spokesperson, would not attend. During the Raisina dialogue in 2023, Mr. Lavrov faced a series of problems in the war against Ukraine at a meeting, which was very intense about Russia’s participation in the ceasefire talks.

Also on the list is Rafael Grossi, head of the IAEA, who will become a key spokesperson for the Ukrainian war and may resume nuclear negotiations with Iran.

Who else will come?

The list of speakers in the Raisina dialogue is a good barometer of India’s relationship with countries, and which countries participate in the barometer is often as important as the countries that miss the event. According to the list released by Bhutanese Foreign Minister DN Dhungyel; Nepal, Arzu Rana Deuba; Maldives Abdulla Khaleel will attend the meeting. Mauritius’ Foreign Minister Dhananjay Ramful will also be present.

Raisina Dialogue does not invite Pakistani representatives in view of tensions with Indian Western neighbors. However, it is worth noting that there is no Bangladesh spokesperson or representative of Yunus government listed this year. The plan lists a spokesman for the University of Fudan, China, which reflected the melting of bilateral relations between the meeting between Mr. Modi and Chinese President Xi Jinping in October.

Another country that India may melt this year is Canada, given the change in leadership. Daniel Rogers, director of the Canadian Security Intelligence Agency, is in Delhi and can also participate in the conversation. In addition, former Canadian Prime Minister Stephen Harper and former Australian Prime Minister Tony Abbott will be present.

Although the Indian government has tried to improve ties to West Asia (GCC) and Southeast Asia (ASEAN) (ASEAN), the two regions have not been well represented, a trend that has been visible in the past few years. The only exceptions are Philippine Foreign Minister Enrique Manalo and Thai Foreign Minister Maris Sangiampongsa. Foreign Ministers from Ghana, Cuba, Peru, Antigua and Barbuda are others from the global South.

How did the Raisina conversation begin?

The Raisina Dialogue was initiated in 2016 by the Ministry of Foreign Affairs as the “Flagship International Dialogue” and aims to bring together leaders and thinkers from all over the world. The government envisions a potential rival to the Munich Security Conference and Singapore’s Shangri-La dialogue, with the Indian version named after Raisina Hills, Rashtrapati Bhavan, with major ministries and parliaments located in the capital.
