Andhra Pradesh Legislative Assembly approved the planned subcategory; Chief Minister Chandrababu Naidu declared that we have always kept the speech

The Legislative Assembly of Andhra Pradesh on Thursday approved the report of a single-person committee led by retired IAS official Rajiv Ranjan Mishra.
Earlier, including Nakka Ananda Babu, Kalava Srinivasulu, Pithani Satyanarayana, Konathala Ramakrishna, B. Several members, including Ramanjaneyulu and N. Venkata Raju, introduced the issue in detail.
Most members called on the Speaker of the Legislative Assembly. Ayyanna Patrudu ensures that the state government implements the SC subcategory, which takes the area as a unit.
Chief Minister N. Chandrababu Naidu reiterated the government’s commitment to the SC subcategory in his speech, noting that this is a long need that has been met now.

Mr Naidu said the subcategory of the SCS was conducted in accordance with the directive of the Supreme Court to ensure fair distribution of benefits among the SC subgroups.
“This is a commitment we made and we have achieved that. It’s a 30-year struggle and I’m proud to see it happening during my tenure,” Mr. Naidu said in his speech. He promised that the move would not hurt any group and urged people not to believe in misunderstandings about it.
Status in units
Mr Naidu made it clear: “The subcategory will be based on the census in 2011, while Andhra Pradesh is the single unit implemented. However, starting in 2026, it will be applied at the regional level.”
“The decision is designed to ensure that historically marginalized subgroups in the community receive the benefits they deserve,” he said.
He explained that in order to study and recommend subcategories, the state government constituted a single-person committee.
After a detailed investigation of 13 regions (before the reorganization of each region), the Commission submitted its report on 10 March 2025.
The Committee recommends that the subgroup be divided into three categories: Group 1: Most backward subsowed (Relli subgroup and 12 castes account for 2.25% of the total SC population) – booked 1%; Group 2: backward subsowed (18 castes of Madiga subgroup, 41.56% of the population) – booked 6.5%; and Group 3: less backward substowing (29 castes of MALA subgroup, 53.97% of the total SC population) – booked 7.5%.
Mr Naidu explained that under the new roster system, if one hundred governments work, eight people would go to Mala, six people would go to Madiga, and one would be sent to the Relli subgroup to ensure fair representation.
A long journey
The Chief Minister noted that observing the demand for SCs by SCS is nothing new, noting that activist Manda Krishna Madiga has led the “Madiga Dandora” movement for many years.
Mr Naidu recalled: “I personally witnessed the struggles in these communities. We formed the Ramakandra Labor Commission judge in 1996, which conducted extensive research and recommended classification.”
These recommendations were implemented in 1997. By 1999, the subcategory had become a law under the approval of then-President KR Narayanan.
However, a 2004 Supreme Court ruling stated that only Parliament has the power to decide on this classification.
The Chief Minister said: “The Supreme Court maintained the effectiveness of the subcategory in August 2023 despite the legal challenges. This thirty-year journey is one of my most proud contributions to social justice.”
Mr Naidu stressed the TDP’s commitment to social justice and pointed out that the party was the first to have GMC Balayogi, leader of Dalit, spokesperson of Lok Sabha spokesperson and K. Pratibha Bharati, Dalit women K. Pratibha Bharati, Dalit women, a Dalit woman, and a member of the MP for the legislation of Andhra Pradesh (in the combined country).
Mr. Naidu claimed to ensure the appointment of Kaki Madhava Rao as Chief Secretary and to promote Bharat Ratna for Dr. BR Ambedkar.
Digging on YSRCP
The Chief Minister criticized the previous YSRCP government for not making great efforts to improve the SC community over the five-year period.
“The last government did not allocate a single rupees for the most lagging seeds,” he said. Mr Naidu said that by comparison, the NDA government allocated Rs 804 crore, which included Rs 24 billion in SC benefits grants.
