MVD to control click on mobile vehicles and fine photos

The Transport Department has decided to limit the practice of issuing challenges based on the registration number captured by the Motor Vehicle Department (MVD) officials by randomly clicking on the photo of the mobile vehicle.
Speech HinduTransportation Commissioner Ch Nagaraju said MVD officials have the right to intercept vehicles and review vehicle documents as provided by the Central Automobile Act of 1988.
However, the department has noticed that a portion of officials have been charging fees to owners of vehicles who lack the necessary documents (such as contamination certificates, expiration insurance or driver’s license) and check the documents by randomly clicking on the vehicle’s photo and checking the documents against the registration certificate. The department has decided to control this practice and will take action if these types of law enforcement officers are found to be addicted to officials.
Instead, officials can intercept vehicles and check documents physically or electronically in accordance with Section 167A(3) of the Central Automobile Act, which recognizes 12 offences captured electronically and initiates criminal proceedings against wrong drivers.
Electronic Challenge
In addition, MVD officials can issue electronic challenges based on the vehicle’s registration number, including the absence of necessary documents if the driver is found to have violated traffic rules, Mr Nagaraju said.

Installing additional lights on vehicles will also bring a fine for each light as directed by the Kerala High Court order.

However, the department has decided to allow roof trunks to be installed on top of vehicles, as there is no provision in the Central Automobile Act to treat it as a change. In addition, the fine for installing a luggage carrier on a vehicle may also affect the tourism industry. In this context, the department decided to exclude rooftop suitcases from “change” permissions, the order said.
