‘Nagrik Devo Bhava’: PM Modi’s good governance spell

Modi said India has become the most populous country in the world and highlighted the priority of saturation in basic facilities and focused strongly on last mile delivery.
He cites the evolving needs and aspirations of citizens, and he said that civil servants must adapt to contemporary challenges in order to remain relevant.
The Prime Minister said that achievements so far must exceed many aspects, setting a higher benchmark for progress.
He stressed the importance of human judgment in a technology-driven world, urging civil servants to remain sensitive, listen to the voices of vulnerable groups, understand their struggles, and prioritize their problems.
Modi cited the principle of “Nagrik Devo Bhava” (citizens are like God), likened it to the spirit of “atithi devo bhava” (guests are like God), and called on civil servants to fulfill their responsibilities with dedication and compassion. The Prime Minister stressed the need for a renewed commitment to improving citizens’ nutrition and announced that the ultimate goal must be 100% coverage and 100% impact. He stressed that this approach has lifted 2.5 billion people out of poverty over the past decade and expressed that this would lead to poverty-free India.
India’s micro, small and medium-sized enterprise (MSME) sector, startups and young entrepreneurs have unprecedented opportunities in amid global change, Modi said.
The Prime Minister said that if a small country could be more easily compliant with its industry, it could outperform Indian startups, adding that it is necessary for India to constantly evaluate its position in global best practices.
He said that while the Indian industry aims to create the best products in the world, the Indian bureaucracy must be to provide the best compliance environment in the world.
Modi stressed the need for civil servants to acquire skills that not only help them understand technology, but also make it useful for intelligent and inclusive governance, Modi said: “In the age of technology, governance is not about managing systems, but about increasing possibilities.”
The Prime Minister stressed the importance of becoming tech-savvy through more effective and accessible policies and programs.
Modi also highlighted the need for expertise in data-driven decision-making to ensure accurate policy design and implementation.
Observing the rapid development of artificial intelligence and quantum physics and predicting the upcoming technological revolution will surpass the digital and information ages, he urged civil servants to prepare for this technological revolution to provide the best service and realize the aspirations of citizens.
The Prime Minister stressed the need to closely monitor global challenges in a rapidly changing era, which stressed that food, water and energy security remained the main issues, especially for the global South, where ongoing conflicts have exacerbated difficulties and impacted daily life and livelihoods.
He urged India to keep ten steps in addressing these challenges by taking climate change, natural disasters, pandemics and cybercrime threats as key areas where active action is needed.
Modi stressed the need to develop localization strategies and build resilience to effectively address these emerging global problems.

He stressed the privilege of civil servants making significant contributions to society and urged civil servants to make the most of this opportunity provided by the state and its people.
The Prime Minister stressed the need to reimagine reforms for civil servants and called for speeding up the pace and expanding the scale of reforms in various departments.
Modi emphasized key areas such as infrastructure, renewable energy goals, internal security, ultimate corruption and goals related to social welfare programs, sports and the Olympics, urging new reforms to be implemented in each area.
