Odisha approved social, economically lagging 11.25% quota

Bhubaneswar: The Odisha Cabinet recently approved 11.25% of students retained by the statewide higher education institutions and higher education institutions for 11.25%. Chief Minister Mohan Charan Majhi announced that the decision will be implemented from all government and government aid agencies in 2025-26.

The move is targeting long-standing demand and is consistent with the SEBC’s 11.25% rule in the state’s existing government work. A talk to the media after the cabinet meeting ended, he said the measure would ensure more representation of the backward classes in education.

Despite the central government implementing 27% OBC retention in educational institutions in 2006, Odisha has not expanded similar benefits to SEBC students so far. This remains a politically sensitive issue, and all major political parties have committed to implementing their implementation in past manifestos.
However, according to the recommendations of the Mandal Commission, the newly approved quota remains significantly lower than the 27% OBC reservation provided by the central government and several states.

Currently, Odisha offers 22.5% reservations for booked tribes, while booked castes offer 16.25% reservations. With the SEBC quota, the total bookings reached the 50% ceiling set by the Supreme Court. Additionally, the state offers 5% retention for people with disabilities and 1% retention for former military personnel.


Despite the Cabinet’s decision, the opposition congress and the BJP criticized the government for its inadequate progress. Both parties require SEBC to retain 27% in full, accounting for more than 52% of the state’s population. They also noted that the quota does not include engineering and medical institutions. BJD announced a protest in Raj Bhawan on May 21, demanding an increase in SEBC quota.
