The pre-university colleges of the Government’s pre-university colleges of the caste and pre-university (SC/ST) lecturers have given the exception to the school’s Ministry of Education (pre-university) to complete the general promotion of principal cadres on May 15, 2025 without the need to deprive 80 principals from 2016 to 2022.

They said this violated the directions of the Ordered Caste and Ordered Tribe Welfare Committee of the Karnataka Legislative Assembly.

“The general promotion process for principal cadres has been recently underway. According to the Social Welfare Commissioner’s report, SC/ST lecturers have been deprived of promotions over the past six years without following the roster point. Therefore, we hope we can get justice in this year’s general promotion.

complaint

Based on a complaint from the SC/ST Lecturers Association of the former colleges of the Government University, the Welfare Committee of the Pre-Catal and Pre-Destined Tribes of the Karnataka Legislative Assembly directed the Social Welfare Ministry members, the Ministry of Personnel and Personnel Reform and the Ministry of Administrative Reform to investigate and submit reports.

The report noted that, between 2016 and 2022, there were no 80 major positions available to SC/ST lecturers in the meantime while the promotion was awarded. The Commissioner stated in his report to the Commission on 26 March 2025 that remedies should be made.

Promote the process

Meanwhile, the Department of School Education (pre-university) has launched the general promotion process for the PU College Lecturer position in 2025.

Under the direction of the Parliamentary Committee, the joint secretary of the Secretariat of the Legislative Assembly of Karnataka wrote to the main secretary of school education and literacy, pointing out that the general promotion process in 2025 should not be carried out until it is promoted to 80 BACTlog Backlog Principal positions. However, the department conducted consultations on May 15 and was promoted to a total of 242 lecturers as principals.

The SC/ST Lecturers Association and the State Government SC/ST Employees Association strongly objected to this. They have written to the Chief Minister and several ministers, demanding a lawsuit against officials who violated the rules.

Speech Hindus, D. Chandrashekaraiah, chairman of the State Government SC/ST Employees Association, demanded that 80 backlogs of main positions be filled immediately. He also sought legal action under the 1989 Planned Castes and Tribes (Prevention of Abuse) Act, revised in 2017.

In response to this, officials from the school’s Ministry of Education (pre-university) insisted that under the general rules, there was no backlog and no violations.

A department official clarified: “Since the state’s government public college has a total of 659 client positions, it is difficult to perform academic and administrative responsibilities. In this case, the Chief Minister’s approval fills the client’s position.”
