PMK must submit an affidavit for peace acts Vanniyar Youth Conference: Madras High Court

The Madras High Court directed Pattali Makkal Katchi (PMK) to submit an affidavit to the Police Department (North District) pledging to comply with all conditions imposed by the Court and the Police near the Chithirai Full Moon Vanniyar Youth Conference held near Mahabalibram on Sunday (11 May 2025 (11 May 2025).
The courts of Justices N. Mala and G. Arul Murugan issued instructions due to mass violence reported at similar meetings held in 2013. The judge also directed the IGP (North Zone) to monitor the event and ensure that the meeting strictly conforms to the commitments of the party leaders.
The orders were passed at the same time as the disposal of the Public Interest Litigation (PIL) filed by J. Muthukumar, a defense attorney in Madambakkam near Sriperumbudur. The petitioner urged the court to restrict the Home Secretary Chingar Patu collectors, and the police chief granted permission to the meeting due to possible violence.
However, other advocates General J. Ravindran told the court that the police department had passed an order on May 5, 2025, allowing permission for the meeting, but comply with 42 conditions. Police insist that the meeting begins at 4 p.m. and ends at 10 p.m. and will not interfere with maintaining law and order.
Vehicle passes
It was also directed that passenger vehicles from other areas must obtain vehicle passes from the offices of police departments in these areas, and vehicles without such passes will not be allowed to enter the Chenggupatu area. It is further recommended that vehicles avoid driving on East Coast Road (ECR) and use the Great South Luggage (GST) Road instead.
Police also directed organizers that participants should not be addicted to any actions or remarks that may undermine the sentiment of religious or caste groups. Police prohibit the crasher from bursting, consuming alcohol in public places, parking cars elsewhere outside parking lots, using cone speakers and other conditions for obtaining permission from other authorities are other conditions imposed by police.
The department said it was satisfied that the precautionary measures taken by the police were taken by the meeting and in addition, participants should not be allowed to carry any weapons/munition or wear the uniform of the armed forces to ensure that the meeting was conducted peacefully without any unwelcome events.
