Prashant Kishor asks for white paper on caste-based investigations; “Unful Commitment”

Jan Suraj leader Prashant Kishor threatened on Monday (21 April 2025) to launch an incitement against the National Democratic Union (NDA) government led by Nitish Kumar in Bihar that three of his requests, including the white paper for caste-based people, would not be met. Mr. Kishore, who conducted a caste-based investigation on the government, said that the intention of either party in which the government initiates caste investigations is not to develop society, but to establish caste hysteria to serve political purposes.

Speaking to the media, he explained that the caste data was presented at the General Assembly on November 7, 2023, and Mr. Kumar made five major announcements at the General Assembly on November 22, 2023.

“What happened to the news that the booking restrictions were announced? Nitish Kumar should explain why the booking limit would not increase if he had a government in the centre and state? What was going on with the announcement that aid of Rs 2 million to 9.4 million families would be provided,” Mr. Kishaw asked.

Mr Kishor said Jan Suraaj already knew that so far, he had not even given any Rs. Mr Kishor asked if Mr Kumar’s announcement was also a slogan, such as the slogan of Rs 1.5 lakh in everyone’s bank account by Prime Minister Narendra Modi.

The third requirement is the provision of Rs 1 financial aid. 200,000 to 4 million people have a home themselves. He said the government should explain how much aid they are given. “We asked the government to introduce them to the white paper on caste-based investigations,” Kissol said.

He said Mr. Kumar’s government established Mahadalit Vikas Mission in 2006 and announced that it would provide 3 decimal land to landless Dalit families. “Until 2025, only 234,000 families were granted land, and here, according to a report from the DeShpal Commission, 1.2 million families have land, but they have been deprived of basic facilities,” Kissol said.

He raised questions about the ongoing land investigation, which he claimed was controversial in every house and land investigation, which is the main reason for the increase in crime and corruption in Bihar. “The land survey began in 2013 and until February 2025, only 17.3 million acres of land were digitized, accounting for only 20% of the total land,” Mr Kishor said.

He added: “A country like Andhra Pradesh has started a land survey in Bihar, and so far 80% of the land has been digitized. In Bihar, the battle for each house is under the name of the land survey, with bribery of Rs 25 to 50 million, retaining the post (CO) of Circle Officials (CO).

Mr Kishor said his party had decided to hold meetings in 40,000 villages starting from 11 May 2025 and conduct a signature campaign on these issues.

Accompanied by the party president Manoj Bharti, Mr. Kishor announced that on July 11, a memorandum will be submitted to the Chief Minister and the Governor and the issues will be submitted under the signature of 10 million people.
