In a deadlock between Punjab and Haryana, the Baghwant Mann government declared a resolution in a state parliamentary resolution on Monday (May 5, 2025), pledging that there would be no drop of water even in the share of neighboring countries.
Punjab Water Resources Minister Barinder Kumar Goyal proposed the resolution during a special session of the state legislature and discussed it in the House of Representatives.

Goyal, reading the resolution, said the BJP had been trying to seize the rights of Punjab through the government of Haryana and the Centre and the Bhakra Beas Management Committee (BBMB).

According to the resolution, according to the resolution, the resolution.
The resolution says that over the past three years, the Mann government has tried to bring pipe water to every farm in Punjab.
“A group of canals and waterway networks have been established on a large scale. Until 2021, only 22% of Punjab fields have obtained canal water. However, today, about 60% of the fields in Punjab are obtaining canal water.
The resolution said: “That is why every drop of Punjabi water in Punjab becomes very precious.
Haryana asked Punjab to release water on April 6 to supply water, which showed a large heart and gave 4,000 cusecs of water. The resolution says: “Our masters tell us that giving water to anyone who is thirsty is a good virtue.”
Mr Goyal, citing the resolution, said Haryana's population is 30 million and only 1,700 cusecs of water is needed to meet all drinking and other human needs.
“Now, Haryana says they suddenly need 8,500 cusecs of water. Punjab has no additional water to meet its needs. So the BJP forcibly called the BBMB in an unconstitutional and illegal manner and passed a resolution and passed a resolution that Punjab must provide itself to Haryana from its sharing,” he said.
“This is unacceptable to us,” the resolution said.
It stressed that the Punjab government would not even provide a drop of water to Haryana.
The resolution states that the water that gives 4,000 pieces of water to Haryana for drinking will be human, but will not even fall.
The resolution said the House strongly condemned the BJP's “illegal and unconstitutional” convening of the BBMB meeting. The House also believes that the Dam Safety Act 2021 is an attack on Punjab's rights.
Opposition leaders participated in the discussion, Singh Bajwa provided full support for the resolution and asserted that there was not even a sum of money.
In the water sharing between the two neighboring states, a fresh row of rows erupted, and the AAP-ruled Punjab refused to release more water for the BJP-ruled Haryana.
They stressed that Haryana “had used 103% of the water dispensed by March”.
