QCO helps Indian manufacturers enter large markets: Goyal

Commerce Minister Piyush Goyal said every quality control order or QCO proposed so far ended up winning the support of the department as they not only improve product quality but also help Indian manufacturers enter a larger market. However, the minister stressed the importance of implementing QCO for electrical appliance implementation at a stakeholder meeting convened in New Delhi this week.

During the party, the industry raised their attention and highlighted the problems they faced. However, the conference elaborated on the issues facing the industry in implementing “level QCO” regarding “safety in homes, commercial and similar appliances” level QCO, DPIIT notified on September 20, 2024. “The government is committed to building a system that ensures consumer safety and industry competitiveness,” Goyal said in a statement.

However, given the complexity of global supply chains, the industry requires first notification of finished QCO, followed by QCO, and then QCO. The industry advises: “Mapping domestic manufacturing capabilities and available technologies to align compliance timelines. Phase-wise rollouts are also proposed.”

The main issues raised by the industry Among other things The following ambiguity is included, related to the coverage of electrical and battery powered by DC; the non-availability of the product manual and testing labs includes all 85 devices in the illustrative list; lack of certification for domestic and foreign manufacturers; insufficient time to obtain BIS certification from domestic and foreign manufacturers; addressing the issue of older stocks and the unacceptance of non-BIS-labeled products on e-commerce platforms.

However, the minister also asked the industry to propose a proposal to build more testing facilities in publicly funded laboratories, laboratories of public sector enterprises and laboratories of state government agencies, and laboratories of state government agencies, to provide a strong and accessible testing infrastructure for the Indian industry.
