According to a report by the Economic Times, the Pakistan Ordnance Factory (POF), which produces and supplies ammunition, is working hard to meet demand. The growing outdated equipment and global demand have worsened the situation and lowered the military's stock stock inventory by 155mm shells and 122mm rockets, which is key to Pakistan's artillery-focused war strategy.

Pakistan's military doctrine depends on rapid mobilization and extensive use of artillery to resist India's larger forces. Most of the 155mm shells are reportedly sent to Ukraine, with important systems such as the current M109 howitzer and BM-21 rocket launcher now sitting in almost empty magazines.

The crisis caused alarm at the highest level. This issue is a key topic at the Special Forces Commander Conference on 2 May 2025. Former Army Chief General Qamar Javed Bajwa earlier warned that Pakistan lacked the military and economic strength to fight India for a prolonged war.
