Telangana implements children’s RTE provision
Hyderabad: The state government filed Friday with the High Court that it will implement Section 12(1)(c) of the rights of children in 2009 starting from the 2025-26 school year, which in 2009 stipulates that private helpless schools retain at least 25% of their Level I (or preschool education) (or from children in the weak and vulnerable class).
Memorandum No. 6142, provided by S. Rahul Reddy, Special Government Defense Attorney, issued by the Ministry of Education of the Schools, dated October 19, 2024, notes that the government has issued an order to implement the provision.
Amicus Curiae Sunil B. Ganu noted that the RTE Act came into effect 15 years ago and most states are implementing it, but despite the Supreme Court order, the Telangana government has not done so. He said the 2024 memorandum has not been translated into reality.
Special Adviser Rahul Reddy said steps to implement the memorandum based on war are being taken. He said there is no doubt that the government’s intentions and sincerity are.
When Amicus Curiae doubted whether it would take place in the upcoming school year, the judge led by Acting Chief Justice Sujoy Paul asked why the government did not issue any guidelines.
At the request of the Special Adviser, the High Court granted time until April 21, requiring the Chief Secretary/Director of the Education Department to submit an affidavit for the steps taken to implement the memorandum.
