It is recognized as one of the most successful international treaties, it has suffered from frequent tensions, including conflicts, and has provided a framework for irrigation and hydropower development for more than half a century. Former U.S. President Dwight Eisenhower described it as “a highlight… in the very frustrating picture of the world we often see.”

The treaty allocates western rivers (Indus, Guilum, Schnab) to Pakistan and eastern rivers (Ravi, Bis, Sutley). At the same time, the treaty allows each country to allocate certain uses to another river. The treaty brings 20% of India's water from the Indus River system and the remaining 80% to Pakistan.

Since the 2019 Pulwama strike, Pahalgam attacks have been one of the deadliest attacks in the valley, with 40 CRPF Jawans killed. India has taken strong measures against Pakistan following the Pahalgam terrorist attacks as it supports cross-border terrorism, including the Indian Waters Treaty.
