India proposes to impose a retaliation obligation on U.S. goods, to be clear in trade negotiations:

India’s proposal to impose retaliatory duties on our tariffs on steel and aluminum will be determined in trade negotiations between the two countries starting May 17, an official said. The official said India is not doing something “unique or new” and it is a “pragmatic” approach the country has taken at the WTO (World Trade Organization).
New Delhi on Monday proposed to impose these responsibilities under U.S. tariffs under U.S. WTO norms.
“We reserve the right. This is the right to retaliate, but we have no revenge. We are negotiating with the United States and this will also be one of the issues in trade negotiations.
“We do not want to waive any rights granted under WTO rules,” the official added.
India has also issued similar notices to the EU through steel safeguards for 2019 and 2021, but has not been implemented so far, the official said earlier.
The two countries are negotiating a bilateral trade agreement to increase two-way commerce by 2030, from the current $191 billion to $500 billion.
