Justice Namavarapu Rajeshwara Rao of the High Court of Telangana on Thursday directed the state government not to pass the main examination conducted by the Telangana State Public Service Commission to candidates who have been selected for the IGS-I position.

The judge said the government could continue the process of verifying the candidate certificates selected for the Group I position.

The judge passed the interim direction in a two-day debate filed by senior lawyer B. Rachna Reddy and TGPSC lawyer Rajashekhar.

The petitioner seeks instructions to order a “court monitoring investigation” or an independent “judicial investigation” to understand the numerous “irregular, inconsistent and illegal conduct” during the assessment process. They want the HC to reissue a general ranking list of candidates for all candidates, “reevaluating or rechecking based on the intensity of detected violations.”

Advocate Rachna Reddy cites several methods, and the committee conducts the main examination of Group 1, sowing the seeds of doubt in the candidate’s mind. Different Hall votes were sent to candidates for preliminary and major tests. Initially, TGPSC announced the total examination center at 45, but raised it to 46 with another announcement.

When the results are announced, candidates can only see the tags through their respective network logins, the lawyer said. Ms Rachna Reddy said the committee could not explain the results of its main test for 10 of its 21,075 candidates, which earlier claimed to be the total number of candidates taking the main test.

Candidate Bommu Poojitha Reddy with Hall Ticket No. 240918702 applied for a reapply and he was shocked to find that her 60 marks were shrunk. The petitioner’s lawyer believes that some of the top 500 rankings come from a handful of examination centers. The answer sheets collected from each center were handed over to the assessor without being reorganized.

Meanwhile, the TGPSC lawyers dismissed the petitioner’s lawyers’ disputes about the violation and guaranteed that the bench provided all the necessary details and procedures, and the committee then conducted the main inspection.

The lawyer said that when referring to a debate about a candidate lowering his score after his narrative, the lawyer said the candidate was issued a notice of the cause after the candidate suspected that the marking data had been tampered with. Most petitioners who are serving in the government do not mention which department they work in and what they are designated.

The matter has been posted to the next hearing on April 28.
