Indian Registrar warns hospitals to report delays in birth incidents, death

The Registrar of India (RGI) office has warned private and government hospitals that they must report life and death within 21 days after finding that many medical institutions are breaking the law, delaying widespread registration. Rather than reporting birth and death immediately, many hospitals are waiting for relatives to ask for it, or even instructing relatives to report it themselves, RGI said.

The RGI Office said in a March 17, 2025 notice that 90% of births or deaths have been registered in India and significant progress has been made in terms of the target of universal registration. However, “the goal of 100% birth and death registration has not been achieved.”

“Under the provisions of the RBD, the unfulfilled purpose is one of the main reasons for not achieving the universal registration goal, whether private or government, whether private or government,” the notice said.

Under the authority of the Union’s Department of the Interior, RGI said in communication with all states that under Section 23(2) of the Registration of Birth and Death (RBD) Act, “the registrar’s negligence in registering any birth or death” shall be subject to a fine. The RBD Act of 1969 was amended in 2023 and requires registration of all births and deaths on the Centre portal starting from October 1, 2023.

Under the Civil Registration System (CRS) of the Center’s Online Portal (CRS), government hospitals are entrusted to take responsibility for the registrar.

RGI also requires the registrar to issue birth and death certificates to citizens within 7 days. No significant statistics since 2020

Since 2020, RGI has not released “viral statistics based on civil registration systems” and “medical certification reports on causes of death”. The last report released is related to 2019.

With the last census activity in 2011 and the next census since 2021, important statistics obtained through civil registration records at different administrative levels can be estimated without migration.
