The University Grants Committee has passed a recent notice requiring all Higher Education Institutions (HEIs) to provide details about their foreign students enrolled for courses. UGC recommends HEI implement the 2022 UGC circular to create up to 25% of “super seats” for international students, beyond their fully approved undergraduate and graduate programs.

UGC Secretary Manish R. Joshi said in a letter to all HEI that the implementation of the 2022 guideline will help smooth and viable international students and will create a conducive environment to make India the preferred destination for international students. Professor Josh said the internationalization of higher education is one of the basic aspects of National Education Policy (NEP), and many Indian Hulls are now committed to increasing their global outreach.

“Then, to promote the internationalization of Hels in India, the University Grants Committee has formulated guidelines for admission and creation of super seats for international students in HELS in India. According to the guidelines, Hels may create up to 25% of additional seats for international students and urges HEI to adopt and implement admission guidelines and provide super seats for international students in letters and spirit.

The purpose of the 2022 Code is to promote smooth and simple acceptance of international students in Heis and to allow Indian Hels to recognize international students based on the eligibility of admissions they hold. “Equivalence should be determined by UGC or any other agency accredited by UGC or the regulatory body in question in that country. HEI may adopt a transparent admission process to admit international students.”
