Andhra Pradesh’s Enactment Ordinance on Pre-determined Caste Subclassification

The Andhra Pradesh Government has enacted the Andhra Pradesh’s pre-determined caste (subclassification) Ordinance, “2025”, which marks a decisive step in classifying the pre-determined caste (SCS) as targeted welfare delivery.

The Order was signed by Legal Department No. 19, which was signed by Governor S. Abdul Nazeer on April 16, 2025 and was subsequently published in the State Gazette on Thursday, April 17.

The Ordinance is designated as Andhra Pradesh Regulation No. 2, 2025, and aims to provide a legal framework that divides the SC community into three subgroups to address differences in representation and access welfare schemes.

To ensure integration and equitable progress between the individual seeds in the pre-determined castes of Andhra Pradesh, the state government has enacted the ordinance proposed by the Ministry of Social Welfare.

As part of the initiative, the state’s 59 planned castes have been classified into three categories based on their population, backwardness and social cohesion. The percentage of bookings for each of the three categories was also determined.

1% retained 1% of the 12 subseeds in group I were Bavuri; chachati; Chandala; Dandasi; DOM (Dombara, Payi, Pano); Ghasi (Haddi, Relli Chachandi); Godagali (Gogara); Mehtar; Paky (Moti, Thhoti); Pamidi; Rayli and Sapru.

Similarly, Arundhatiya had 18 subvectors in group II with 6.5% of group II; bindla; Chamar (Mochi, Muchi, Chamar-Ravindas, Chamar-Rohidas); chambhar; Dakkalwar; dhor; Godari gosangi; Jaggali; jambuvulu; Kolupulavandlu (Pambada, Pambanda, Pambala); Madiga; Madiga Dasu (Mashteen); Mang; Mang Garodi; Matangi; Samagala; and sindhollu (chindollu).

Group III had 29 sub-seeds, retaining 7.5%, including Adi Dravida; Anamuk; Araya Mala; Arwa Mala: Bariki; Byagara (Byagari); chalavadi; Ellamalawar (Yellammalawandlu); holeya; holeya dasari; Madasi Kuruva (Madari Kuruva); Mahara Ayawaru; Mala Dasari, Mala Dasu; Mala Hannai; Malajangam; Mala Masti; MALA SALE (NETKANI); Mala Sanyasi; manne; Mondara; Sanban; yatala; Valluvan; Adi Andhra; Mashti; Mitha Ayyalvar; and Panchama (Pariah).

Subcategories will follow a 200-point roster system. It will work in two loops (1 to 100 each).

The government believes that the ordinance will ensure that education and employment opportunities for all groups in the SC are equitable and equally accessible, thereby achieving constitutional goals and ensuring collective development.

Previously, the government formed a single-person committee led by retired IAS official Rajiv Ranjan Mishra, which proposed a sub-category. The ordinance will be implemented in all 26 districts of the state.
