In the hours before the closed consultations, Mr. Guterres expressed concern about the tension between India and Pakistan, saying “it made me painfully see the relationship reaching a boiling point”.

Mr. Guterres rose between the Pahargam terrorist attack in Chamu and his neighbors in Kashmir on April 22, speaking on Monday morning in the press of United Nevada State Policy, killing 26 civilians, including Nepali citizens.

Mr Guterres said he learned about the “primitive feelings” after his “terrible terrorist attack” in Pahalgam and reiterated his strong condemnation of the attack and expressed condolences to the victims’ families. “It is unacceptable to target civilians – the responsible persons must be brought to justice through reliable and legal means,” he said.

He stressed that it is essential to avoid military confrontations that are prone to run out of control, especially at this critical moment. “It's time to restrain yourself to the greatest extent and exit the fringe. This is the message in my ongoing propaganda with both countries. There is no doubt that a military solution is not a solution,” the UN Director said.

The meeting ended with no results or statements from 15 United Nations agencies, with the support of the internationalization of Kashmir issue in Beijing’s efforts, the overwhelming majority of the Council is bilateral affairs between New Delhi and Islamabad.

Mr. Akbaruddin, India’s top diplomat at the United Nations headquarters in New York, said after the August 2019 meeting that India’s national status was related to Article 370 of the Indian Constitution, “it was entirely an internal matter of India. None of these are external.

India's former representative TS Tirumurti told UN Security Council on Monday pti “It is foreseeable that Pakistan has used the Dastardly Throrly Act, which they sponsored in Pahalgam, to increase the risk of nuclear outbreaks and incite the problems of Jamu and Kashmir in the UN Security Council.”

“Luckily, this will not be attracted by the P-5 except China, as they see it as a bilateral matter between India and Pakistan,” he said.

Mr Tirumurti added that even if UNSC member states generally do not prevent ongoing consultation, there are no expected results. From May 2020 to June 2022, during the country's 2021-22 years, he took charge of India's permanent mission to the United Nations as a non-permanent member.
