Jamu and Kashmir governments oppose Sinha's proposed business rules

Jamu and Kashmir governments discussed and initiated the process on Monday (5 May 2025) to object to Raj Bhawan’s deal on business rules that would determine the role of the elected government on union territory six years ago.
When J&K Chief Minister Omar Abdullah reopened the civil secretariat in Srinagar on Monday (5 May 2025), he and his cabinet ministers fell into a clumsy attitude to discuss the proposed business rules and discuss the objections of Lieutenant Manoj Sinha.
These rules are designed to define the administrative functions and jurisdiction of the lieutenant, chief minister and council of ministers on the Union Territory, which was the first parliamentary election last year after the relegation of J&K to Union Territory in 2019.
“Raj Bhawan raised some questions. These questions have been resolved. Mr. Abdullah and his cabinet met today in Srinagar. A response to Raj Bhavan is expected to be sent within a few days. This matter will be resolved in an emergency. The proposed business rules seek ministerial meetings in the appointment and transfer of J&K's all-Indian service officials, official sources said. It also played a role in the cabinet in appointing J&K advocates, official sources said.
Under the J&K Reorganization Act 2019, the J&K government is authorized to prepare a draft proposal for business rules approved by Raj Bhawan. The bill grants the lieutenant government power to control the functions of the J&K police and all matters related to law and order.
In March this year, Mr. Abdullah forwarded the business rules proposal, which was drafted by a cabinet subcommittee led by Deputy Chief Minister Surinder Choudhary within four months. The final approval of Raj Bhawan will pave the way for the elected government to make decisions related to governance related to the ruling mandate.
The Chief Minister’s Office and Raj Bhawan have had friction with officials in the past, with the former expressing opposition to the transfer of off-duty officials from the J&K executive branch, especially those from the tax bureau.
