A week after it came into effect on April 1, the city’s civic agency finally issued a notice stating the Solid Waste Management (SWM) user fees, which the property owner (both residential and non-residential properties are required and their property tax payments.
According to the circular issued by the citizen agency, the SWM user fee for residential properties is between Rs 10 and 400 per month, depending on the size of the property. There are six plates with a range of 600 square feet. To 4,000 sq ft, the annual fee ranges from Rs 120 to Rs 4,800. Senior BBMP officials clarified that although the fee is included in the property tax system, this will not result in an increase in total tax expenditure by more than 30% for residential owners. The vacant site owner will be required to pay an anonymous annual fee of Rs 0.60 to BBMP for waste management.
For non-residential institutions, civic agencies have proposed higher SWM user fees, based on property sizes between 1,000 square feet, ranging from Rs 2,000 to Rs 3.5 lakh per year on 10 tablets. And 500,000 square feet for hotels and hotels including luxury and star properties, BBMP has launched a separate category. The agencies will pay between Rs 4,000 and Rs 7 million for users, while premium star hotels can pay between Rs 95,000 and Rs 87.5 million per year, the staircase is based on seven-size slabs.
In the non-residential category, SWM user fees are capped to prevent excessive property tax increases. For self-occupying and rental portions of properties, if the user fees are included to increase property tax by more than 60%, the fees will be limited to limits. For rented properties, the cap is set to 30%. Meanwhile, for hotels, hotels and five-star institutions, the total property tax on user fees will not exceed 60%.
The BBMP also clarified that batches of waste producers that produce more than 100 kilograms of waste per day, such as large apartment buildings that manage waste independently or through EmpaneLed suppliers, will be exempt from this user fee. However, those who choose BBMP’s waste collection service will receive the corresponding fee. The user fee for bulk waste generator is Rs 12 per kg.
A senior official from Bangalore Solid Waste Management Ltd. (BSWML) noted that the goal is to ensure liability for waste generation and disposal, while encouraging decentralized disposal. By integrating user fees with existing property tax mechanisms, BBMP intends to simplify revenue and fund waste management programs more effectively.
