In a deepening economic and political crisis, Army Chief Asim Munir called for the establishment of Riyasat-e-Madina in Pakistan. He urged the establishment of this form of polity in the Islamic state, when the country faced a static province of terrorist and separatist movements. The Army Director claimed at the first overseas Pakistan Conference in Islamabad on April 15 that Pakistan is the only established country based on Kalima and must be based on the principles laid down in the Prophets (Medina Constitution).

The Prophet Muhammed established the Riyasat-e-Madina or the state of Medina in the holy city of Islam in 622 AD. It is considered a perfect model of an ideal Islamic society based on the principles of solidarity, justice and welfare of its citizens. The state of Medina was run under the guidelines formulated by the Sahifa of Medina or Medina Constitution, which was said to have been drafted by the Prophet himself.
Riyasat-e-Madina ensures certain inalienable rights and the attainment of freedom, fair justice, regardless of caste, creed, religion or other differences. It claims to promote a climate of religious harmony among Muslims, Jews, Christians and others who can all practice their respective religions freely based on their own scriptures and practices.

Meanwhile, Riyasat-e-Madina also talks about a set of civic responsibilities, including a mandatory charity system, a tax that takes care of the poor and those in need. In addition, Sahifa Medina advocates a strong administrative and policing structure to maintain peace and justice in the state.
However, General Asim Munir was not the first to urge the establishment of Riyasat-e-Madina in the Islamic state. Former Prime Minister Imran Khan also advocated “Riyasat-e-Madina” in 2022. Praise the system, he talked about the establishment of a new Pakistan based on the principles of the first Islamic State established in Medina in Medina.
