Telangana HC rejects TGPSC’s appeal for Group 1 appointment

Hyderabad: A batch of order petitions accusing the Telangana State Public Service Commission (TGPSC) exams attracted the attention of the court and a judge in the Telangana High Court on Wednesday caught the attention of the people.

The TGPSC filed a writ appeal, challenging the interim direction of the learned single judge who directed the TGPSC not to be appointed under notice 02/2024 of February 19, 2024. The notice involves IN Group-I Services positions in the state.

Acting Chief Justice Sujoy Paul and Judge Renuka Yara handled the writ appeal, in which TGPSC believes the single judge’s order jeopardizes the recruitment process and affects many candidates close to ensuring employment. TGPSC also argues that delaying the process will hinder the filling of critical management positions.

Government recruiters believe that the balance of convenience lies in the TGPSC, defending its assessment process to be fair and transparent, and asserting that the answer script was evaluated by qualified experts in Telugu, English and Urdu, with the evaluator’s identity kept confidential to ensure impartiality.

However, the judge of the department refused to accept the writ appeal, saying it was just an intermediate order and the Public Service Commission opened up the question/question to bring all its concerns/issues to the ruling. In fact, the bench recognizes the written petition listed in front of a single judge and plans to conduct a hearing later in the day.

Arguing on Single Judge Namavarapu Rajeshwar Rao, senior legal counsel G. Vidyasagar and Surender Rao pointed out several differences in Group I.

Senior Legal Counsel G. Vidyasagar argues that several online publicity and news records released by the TGPSC will show that there is no consistency in the examination patterns conducted, the number of candidates participated in the Mains-i Group-I exam, the number of centers performed, and the evaluation of the assessors was conducted to conduct the script for evaluation.

Senior lawyers also believe that this will in itself indicate that the entire process that respondents have been eligible to write the subject exam since the date of publication of the candidate until the supervisor declares that the general ranking list is irregular.

The judge also sought clarification on the permanent legal counsel of TSPSC PS Rajashekhar Rao for the supervisor to supply guardians for the paper evaluation in English, Urdu and Telugu. The judge will continue to hear the matter on Thursday.

The judge had earlier heard the lawsuit questioning the assessment process conducted by TGPSC under the recruitment notice. The judge also instructed TGPSC to continue the certificate verification process but not to continue the appointment.

September 23: The Telangana High Court canceled the preliminary examination for June 2023 on the grounds that TGPSC failed to comply with its own guidelines, including mandatory biometric verification. The court ordered a brand new inspection.

September 27: A high court judge dismissed the TSPSC appeal, upholding the cancellation of the preliminary examination in June 2023.

October 21: TSPSC filed a high court order to the Supreme Court. This matter is still waiting.

2024

February 18: TSPSC canceled Notice No. 04/2022 considering the cumulative problems faced during the recruitment process.

February 19: While SLP is pending, TSPSC canceled notification No.04/2022 through network notifications and issued 563 I-group posts (adding 60 posts) No.02/2024 No.02/2024 for 563 I-group posts (adding 60 posts). New notices require candidates who apply for login and reapply earlier; failing to do so will result in their exclusion.

June 9: Group I preliminary examinations were conducted in 897 centers in 31 regions.

June 12: TSPSC released its website, scheduled the power exam from October 21 to 27, 2024, even before the scheduled results were announced.

July 7: Preliminary test results announced; 31,382 candidates were shortlisted at a ratio of 1:50. The High Court allowed 21 additional sports quota candidates in WP No. 24113/2024, totaling 31,403 candidates.

October 21: II Mains Exam held in Hyderabad. 21,093 candidates appeared in three districts.

October 27: TSPSC released details of a network annotation, but lacked clarity on the number of test centers and inconsistencies in PWD data.

2025

March 10: TSPSC announces temporary marking of power supply. Candidates can access the paper mark for a week through their login.

March 13: Instead of posting the overall tag list on the website as per paragraph 15.2 of notification number 02/2024, the TSPSC issued a news notification to offset the error message and describe the valuation process, including dual assessments, participation of the Chief Examination Committee, and a post-tagging “review” of TSPSC.

April 16: The Telangana High Court heard PELA’s written questions about the evaluation process conducted by the TSPSC under 19 February 2024 Recruitment Notice No. 02/2024. The judge passed an interim order to stop the appointment process while allowing the certificate verification process. The writ is waiting.

April 30: A court dismisses a writ appeal against a temporary order to cease the appointment process by a single judge.
